Clients: Ministry of Education and the Commonwealth of Learning - Review and revision of Seychelles ICT in Education Policy 2022-2027
Skyreach Consulting provides end-to-end support for the development, review, and implementation of ICT in Education policies, helping ministries design frameworks that are both strategically sound and practically implementable. This includes policy drafting, stakeholder consultation, evaluation of existing frameworks, and the development of actionable implementation plans.
For example, Andrew Moore supported the Seychelles Ministry of Education in developing its original ICT in Education Policy (2014), and was later re-engaged to review its effectiveness and lead the revision process. This work resulted in the Seychelles ICT in Education Policy (2022–2027), alongside a practical implementation plan to guide system-wide rollout.

National ICT Competency Frameworks for Teachers

Clients: Ministry of Education & UNESCO Dar es Salaam - Development of the ICT Standards for Teacher in Tanzania 2025
Skyreach Consulting supports ministries and education systems in the development of national competency frameworks that define clear, progressive standards for educators. This includes stakeholder consultation, alignment with international benchmarks, and the design of practical, implementable frameworks linked to professional development.
For example, Andrew Moore worked with the Tanzanian Ministry of Education, UNESCO, and national stakeholders to develop the Tanzanian ICT Standards for Teachers. The process ensured alignment with system and labour market needs, resulting in a nationally validated framework (2025) guiding digital competencies across educators’ careers.

For example, Andrew Moore contributed to the revision of the UNESCO ICT Competency Framework for Teachers (Version 3), helping to update, extend, and refine the framework to ensure it remains practical, relevant, and easier for policymakers and institutions to implement effectively.

This includes guidance on open licensing, content sourcing, and sustainable integration strategies.
For example, Andrew Moore advised the EU-funded Open STEM Textbook Project in Tajikistan, coordinated by UNESCO, supporting the development of openly licensed science textbooks and enabling their reuse and adaptation across the region.
